Yeah, but the organizers decided they want it to turn LMP2 laptimes and not challenge for outright victory. That is a shame since it would be cool to see something so different and with a smaller engine and light weight spank the heavier LMP1 cars. Of course, those cars are "supposed" to turn 3:30 laptimes. At least that is what the ACO wants.
Personally, I would like to see rules sort of like group C.
You would be given a certain amount of energy - fuel or electricity - and you can do whatever you want with it. Just say that the car has to fit inside a box x by y by z and also has to pass safety tests like the F1 crash tests. Then no minimum weight or any other sort of restrictions. Well, no hazardous materials or manufacturing processes.
