Actually, the issue is that they are spending more of their resources on developing the 918 road car (should be a big profit margin there) and the LMP1 car (big deal- playing for overall victory in the WEC and Le Mans). The GT cars remain their bread and butter money makers as far as Motorsport division goes, but they have shifted focus to other things. In the mean time the 997 will have to make due with waivers (the Aston Martin has just about every one you can get while Porsche has up until now had very few) until the 991 based race car comes out (another project for Porsche Motorsport engineers).
