Not sure either.
One of the things that throws it's age is the headlights not integrated into the fender, that was out of style by the late 40's, at least state side.
They were post war EU so a bit dated in look till manufacturing was back up to snuff.
They were manufactured in a lot of different countries around europe and Canada as well so several different versions/configurations exist.
They were also a bed for hotrods so this one may have been moded at some point.
Body shape, fenders appear correct for a Prefect.
That's my best guess.
