From the video, it appeared to me that some of those drivers were screwing up pretty bad with very minimal effort or speed.

The turn is very easy. They are just a special breed of idiot. California idiots.
The only way to crash on that turn in a car is if you are trying. Lots of very inexperienced motorcycle riders crash up there at low speeds. They get wide and then fixate on the dirt and (surprise) that is where they end up.
The turn does flatten out somewhat abruptly on the way up which unweights the car and can get the rear end loose if you are not expecting it or if you leave your braking too late, but that is not what you see in the video.
The turn has the correct camber. That whole section of Mulholland is excellent, actually. Here is another perspective.
