Well, in the 3 times I've smogged my car in CA, the maximum allowable levels have stayed the same. But there are other guys on Pelican who have posted that they've noticed increasingly stringent levels for their normally-aspirated cars. Reading the letter of the law, that's not supposed to happen. A car is supposed to be smogged to levels appropriate to its year of manufacture. At least that's the way I've read the vehicle code (not that my opinion/interpretation is worth anything).
