The argument for a smog exemption for collector type vehicles is that they are hardly driven an usually well tuned.

The real argument is that new CARB certified replacement smog parts are usually NLA for cars that old.
Try buying a new OEM catalytic converter for a relatively rare car made in 1976.
You can't substitute smog parts from a different model without CARB's permission so often you simply can't find the parts necessary to bring an older car up to spec.
If you can they typically cost an arm and a leg.
BTW it's illegal to sell a used catalytic converter in California but it's perfectly OK for Joe-asshat to cash one in for recycling, even though the odds are he stole it off a pick-up.
Go figure.
