We run into situations like that at our ......occasionally, but always make time or would've art least got done the majority of what we could.....
Sounds like it was” forgotten” about due to other scheduling, and pushed back, I would call and set up a time to meet with the owner and discuss it.......if he can't satisfy you take the car to someone else......

16 hours of labor should've been completed in less than a week, mind you you have a large list of tedious things, so my concern now would be him rushing through them and not getting done correctly.......
