Sounds like it was” forgotten” about due to other scheduling, and pushed back, I would call and set up a time to meet with the owner and discuss it.......if he can't satisfy you take the car to someone else......

16 hours of labor should've been completed in less than a week, mind you you have a large list of tedious things, so my concern now would be him rushing through them and not getting done correctly.......
I think all small shops run into this problem now and then. I will have a large job scheduled for the week. And then something happens,( like waiting a week or longer for a hose), and then, the next week, when the parts show up, I am knee deep in the big job I have scheduled for that week. Next thing I know I am two weeks behind ,and the work is still pouring in the door, and I am working 75 hour work weeks trying to catch up. Sometimes, it can take me a month, before I am above water, and ready to schedule new work again. All the while, the phone is ringing, with more new work, and customers checking up on existing work. I really do try to keep the lines of communication open, but even that can be hard when you are under the gun, and up against a deadline with a customer, or two who are growing impatient.
These are the times when being a small shop owner sucks.
