sounds like a partially blocked line between the pump and the fuel rails. There should be no pressure differential in a closed hydraulic system without a restriction. In other words; the fuel pressure regulator should be the only restriction between the pump and the fuel tank return; if the pressure is supposed to be 36 PSI at the rail then it should also be approximately 36 psi at the pump (+ 1-3 PSI for the friction on the pipes due to the flow)

If the pressure at the pump is really that high then it'll burn the pump out if continued to run in this condition. Look for dents in the metal lines running under the floorboard, It is possible that a stone or branch or an extra large speed bump has dented the fuel feed tube. If there are no dents then it could be an old rubber fuel hose that has failed internally. I have seen it where the inside ply of the hose de-laminates and folds in on itself and causes a restriction.

Look for dents then start replacing the hoses, It's a 25 year old car now you don't want an old fuel hose spraying supercharged gas all over the place.
