As a buyer... I have had very few issues. But Paypal has always worked for me. And if the condition is not as stated.... you send it back. Usually the seller does not want bad feedback so if it was obvious, he will pay for the return shipping.
Mind you, I have never purchased a motor or anything that heavy using paypal.
