Yeah, every meteor shower is best watched in the wee hours of the morning. And it's not just because it's dark. The Perseids appear to come from the Perseus constellation. Right now, Perseus is still partially below the horizon. The best time to see the meteors will be when Perseus is nearly directly overhead which will be essentially, before sunrise. I'd think that for folks most folks, after 4am would be the best time.
