And if they say it is and that it is not about the money, then I challenge them to let me make the fine out to a charity, hospital, etc of my choosing.
I bet they would have a lot less incentive.
As for the rules, if you don't like them, change them by writing and not whining. Funny thing is though, those same speeders whistle a different tune if one of their kids were taken out by a speeder.
Oh and BTW, there is always the local track to take it to.
