Yeah, quite the regional difference in that term.

I've gone to look at cars in SoCal that are listed as "having rust", when I get there I see a dry car.

"Where is the rust?"

They then point out a deep scratch in the paint with bare sheet metal that has an orange tint to it. Conversely, in Minnesota, "no rust" means that there are no holes big enough to stick your foot through.

FWIW, that w124 could be a pretty solid car for Boston. That's a relative term.

Here is a nice MN. car, they may or not mention this rust in a CL ad.
