To me there is also the issue of KM vs miles.
I just came back from the US where major roads, not highways, have a posted speed limit of 50mph that equates to our 80km per hour. If you speed by 10mph over the speed limit ie 60mph it equates to 100km per hour or 20km over the limit. In general the cops will not pull you over if you are going less than 10mph over the limit in the US but in Canada that would equate to going 20km over the limit and likely a ticket. There is generally a tolerance of 10km per hour this would only translate to 6mph!
To the poster that stated "That would suck. I actually have 3 kids, and if I was speeding in EXCESS of 40 OVER, with my kids in the car, the vehicle being seized would be way down on my list of worries. Upset wife would make sure I wasn't thinking about car".
There are lots of instances whereby you could go 40kms over and 1) not realize it and 2) be completely safe.
On Marine Way in Burnaby there is a section that drops from 70km per hour to 50km per hour and there is no discernable change to road conditions. Marine way is a two lane roadway (some parts are divided) with business set well back from the road and no residences. On a regular basis the traffic moves at 90km per hour. If you were to be unlucky to miss the sign that changes to 50km per hour (ie because there is a 18 wheeler beside you) you would be going over 40km and subject to your vehicle being seized.
Trust me the cops often hide right where the speed changes.
Are you racing? Are you driving at such an excessive speed that would demand having your vehicle seized?
When laws are unreasonable, citizens lose respect for the law and it is a slippery slope.
