The RSRs use paddle shifters in the ALMS, as do the BMWs and Ferraris. It is a new regulation for this year that they are allowed paddle shifters. Mainly it just helps save wear on the transmission compared to the still very fast floor shifting sequential. I am not sure about other sanctioning bodies but Pikes Peak has very few technical rules so I imagine they just took a GT3R and put the RSR paddle shifters on.
