It's surprising how many people of all groups and types kill babies and tiny children. I don't think being Muslim has anything to do with it.

It sounds like this guy comes from the same culture that believes in honor killing. Also, it was a girl baby, and it seems like females are second class humans in that culture as well. Those cultural idiosyncrasies could certainly have a bearing on the method or his attitude about it.
