Slick. The idea from the limited information, is it is supposed to reduce noise on the power lines. Noise which can couple into the various measurements that the ECU is making. The idea being, less noise on the measurement means less error. Less error, the more likely the ECU is controlling the engine properly and less wasted fuel. Ok......
All I can say is the cigarette lighter is not the place to address noise in a car's controlling electronics.
