Criticism of your "Wall of Text" formatting aside...
I think your mom wasted her time trying to deal with a difficult person. Does this guy have any real obligation to review or approve her application? If so, he's a government official who failed to live up to his responsibilities - sue the county if he didn't do his job. If not, she should have found another preceptor months ago.
About your "Wall of Text" - find a way to carve that down to about 20% of its current size. Use paragraphs. It's very hard to get to the meat of your question, you're gonna miss out on good responses.
