Update:
The guy did not sign the paperwork. He sent her an email saying he was passing it on to the personnel department then left town for 5 days. She called the personnel department and they told her that they could not release the papers until they had the chance to speak to the guy.
Meanwhile the instructor tells my mom not to drop and the Fresno State lawyers will be contacting the guy for not honoring the contract.
