Sort of. Unfortunately, it has created classes of citizens in AZ and I don't like it.
AZ residents who are non-prohibited possessors can basically carry openly or concealed anything they can legally own sans permit - machine guns (obviously fed. rules apply here), pistols, shotguns, bow and arrow, you name it. Off limits places are the usual - courthouses, schools, prisons, nuclear facilities, polling stations, etc.
As for places that serve alcohol, it gets tricky. You need a permit to carry in those places, it has to be concealed and, if the place has the proper signage (state-issued with statute number posted at front entrance and next to liquor license), you can't carry there. The silly part is that this does not apply to non-AZ residents. So, if you're from CA, you can carry concealed in a bar here, even if the bar owner bans it with proper signage. Though I wouldn't want to be the test case.
That's pretty much it. We issue non-resident permits, but a lot of states that take AZ permits will only do so for AZ residents. The bottom line is - if you can legally own it here, you can legally carry it here, openly or concealed.
