He won't quit based on what you wrote above. He seems perfectly happy doing what he's doing, and he clearly has enough enablers around to support him. If your family was serious about helping him, they would not be taking him to dinner and supporting this behavior.
In other words, besides his health (which alcoholics normally don't care about) what does he have to lose?
