Hard to say. I think it most cases, if you're that close to having a running, driving car, it makes sense to complete it to that point. A buyer is going to have more confidence in an engine he can hear. Also, the driving experience of a softie is a big part of the appeal. So I think you could potentially get offers up to the high $20s by making it a driver.
