the balance belt is more expensive merely due to construction method and sales volume. it's basically twice the complication to build, and a lot less sales volume, than a regular belt.
please realize that if the balance belt has lost its elasticity, which you cannot test with your hands or eyes, it will be more prone to jumping and failing. when it does, it often takes out the timing belt. that makes for a very expensive mess.
