Pepper spray is issued to law enforcement officers for
defensive, NOT for
offensive use.
Arresting them for non-compliance was the cops job. Instead, the cop punished the protesters for not complying by pepper spraying them. It is NOT a cop's job to mete out punishment. Meting out punishment is the court's job.
