Correct me here if I'm wrong but didn't the Desmo boxer prove that an opposed twin can't make competitive hp - wasn't it limited to 150 before it was pulling the jugs off the cases? That was throwing everything they had at it.
The GS can stay competitive in the market without being comparable in hp but a sport bike can't. BMW has a competitive sport bike (s1000rr) - why would they want to put development into an S bike that has a very small market (only brand loyalists would buy a sport bike down on power) and that has historically sold very poorly? They're behind the 8 ball enough right now with the Multistrada and the new 150hp KTM 1190.
I just came back to the fold with an R1200S and while I love it its not even close to being a sport bike - it's a great sport tourer but its no sport bike.
