For those of you in the great state of CA using bbs in the vacuum lines to disable the EGR, removing the air pump belt, and gutting the cat would get you there. Dunno about passing smog though. I only got around to disabling the EGR and removing the air pump, the difference was dramatic. Note that doing this on a '95+ OBDII FZJ80 will give you a CEL, there's some additional work required to do it cleanly.
