I have a shrinker/stretcher..... It works great, but it does leave tiny serrations everywhere it is used. They can be sanded out, but it takes lots of work.
Pretty sure Harbor Freight sells the same thing for a much lower price.
I think you could get by with fluting pliers assuming the bends are fairly large radius. If you do it uniformly, the remaining flutes might not look too bad. You can make a set by welding some round pins to an old set of vise grips.
