They look polished (and they look good). Chroming is bad for wheels, especially aluminum ones. The chroming (and de-chroming) process causes hydrogen embrittlement and makes the metal more brittle. The chroming needs to be done by someone who really knows what they are doing (like a materials scientist) to retain strength.
