Barrage balloons...
Many balloons with a bunch of cables hanging from them. If a plane hit a cable, they were gone. It at least made it harder to fly low-level, dodging the cables. Sometimes the cables had explosives on them.
If you look at a pic of the D-Day invasion force, the Allies had many barrage balloons over the fleet and landing beaches for the same reason.
