If you can connect to other Pelican BBS and parts sites then it's not your local computer.
I believe that Pelican has it's own servers for the BBS part of the site which are slow at times.
Who is you ISP and what upload and download speeds do you have?
If you have not been having trouble with accessing other sites via your browser I would not recommend changing things. You may mess other things up.
