Security programs like ZoneAlarm and Norton are known to cause these problems as well. If clearing your history/cookies, restarting doesn't fix it check your security programs for accidentally blocked sites.
There are many security programs out there... check your windows control panel install/uninstall program panel to review your security program list. These programs are often loaded without your knowledge by piggybacking on other installations.
