Fair enough. I counted the whole bit, as just paying the registration fee and not the rest doesn't cut it with the DMV. As Esel Mann noted, MA has an excise tax (in addition to annual registration) that acts in a similar fashion. Call it what you will, but if you don't pay (the whole bill), you don't play.
