This falls solely on the coach regardless if we agree with the rule or not. He knew the rule, but made an irrational decisions. Irrational decisions have consequences, and losing the ability to have the play reviewed was the consequence that cost them the game.
And Suh? I've looked at it and I don't think it was on purpose. Regardless, he'll likely be fined based on reputation alone.
I would ban Ray Lewis form the league for being a murderer before I would ban Suh for hitting someone in the jewels.
