I am at Sky Harbor (PHX) 4x a month. I suggest she goes (physically) to the airport lost and found every other day. I had a roller bag taken from a gate check trolley at Washington National. Took 4 months to get it back and that was totally because I got the local number for the baggage claim office there and generated a first name basis with 'Jeremy' who worked there.

Honestly, the airlines don't give a damn about missing personal effects. If you want it bad enough you have to put in the effort. Not passing judgement...just personal anecdotal advice.
