Wasting a lot of energy on this guy is not going to move your Refi forward.
Take a deep breath, get the small roof repair done. Then try again. The luck of the draw will probably bring you another appraiser the next time and a smoother ride thru the process.

The banks are supposed to be cleaning up the issues with too easy loans that lead to many defaults before. I guess this is part of the process, that said this guy that you have been dealing with does sound like something of a power tripper, This will most likely catch him up some time.
