Seriously, you better stop dragging your feet because that kind of deal is not going to come around anytime soon - especially in your area. $8K? The stickers alone in the rear window should be worth that. That thing is going to be gone if anyone else gets a smell of it, and by the looks of car and the general impressions you have, you won't find a better one in this price range (mileage or not). 220k with what it looks like reasonable care - that's really nothing, and it seems like some sort of PPI was done. PPI or not, this is a good deal - plain and simple - and I would not pass it up.
