Kim, you do not need a permit to change a breaker AFAIK. If the electrician says you do, find another one who will take care of it. Seriously, it's a fifteen minute job max, a little tougher than changing a lightbulb. He should install a new breaker and test the circuit to make sure there aren't any shorts.
