Hi guys, it was the main breaker that was dying. Everything I read said that if it was the main breaker call an electrician. The electrician said that the original installation of the outdoor panel was put in badly. He had to shut off one of the lines from the electric company. Permits received and work to replace the panel is scheduled for Monday after the the 'main" man comes and puts of the thingy on the panel box. It's expensive but I believe it will be worth it in the end.
