You guys are funny. Here's what's going on there in your Toto. when the lever is held down, you allow the flapper to fully open for an extended amount of time. This allows all of the water (90%) to drain from the tank creating a huge volume of water to rush away what's left is in the bowl. Now, when you flush normally, the flapper only allows so much (approx 1.6gpm) water to go through the opening before it closes. Take off the lid and see what's happenning.

the other reason the Toto is a good toilet is that the trap way is glazed all the way through (nothing sticks to it), where most other brands are not. St Thomas is also a good toilet.
