Nobody is in ND, which makes it easier to avoid potential buyers (or marks, as it were) actually coming to see the car. Who would go to North Dakota in the dead of winter to look at a car? Most people don't even know where ND is on a map. Let the seller know you are having someone come over to look at it and it will all fall apart pretty quick, unless of course the seller has a degree from the
University of Southern North Dakota at Hoople.
