I know lots of guys who hunt, or used to hunt, in Mexico. Long arms are not illegal. The issue, if it was real, was that the total length of his shotgun was 24", not 25".
He checked in with US Customs first, with his paper work. He then took the paperwork over to the Mexican customs and DECLARED his shotgun.
The real issue I expect was that the Mexican Customs official wanted a few bucks and the kids didn't understand the game.
