There's always the 'speak to them about it' thing. Should probably do that... Are you sure it is their cat? Have you witnessed it doing its business?

Cats in LA are allowed to pretty much roam free I guess. I have a newish cat in our neighborhood too but so far it hasn't been a problem. It's actually a friendly cat and sociable. Strange... It hasn't pooped in my yard or in places I would notice (my new patios and what not).

With that in mind, you could assume it is a feral cat if your neighbors are unwilling to do something about this health hazard they are 'responsible' for. In that case you can rent a safe trap from animal control I think and then offer them their cat back after you catch it. Is the cat tagged and registered? If not, I wonder if it is considered 'stray' or not. Assuming it is their cat; and you do trap it. You can always just turn it into a shelter and then tell them where they can get their cat.

Unfortunately cats beat fences.
