You don't really want to cover rust with vinyl without stopping the rust....
Honestly for 3-4k you can get a decent paint job of you so most of the tear down. Taking off lights, trim, bumpers, etc. that's how I did mine. Got mine done for right at 3 with fixing some damage, and that was red which is expensive paint.
