Flying a plane or a helicopter over the plant where I work will most likely get the same result, and it's not posted anywhere that I know of.

The department of homeland security does whatever the hell they want.
They make up their own rules. They interpret their own rules. They enforce their own rules. No checks and balances at all.
Kinda reminds me of the air quality management district.
