They acted contrary to law and the judge, or prosecution, is covering their ass by coercing the victim to relinquish his right to remedy.

If were him, I would encourage them to charge me with everything they can and I would continue with a huge lawsuit. Aren't cops personally liable for false arrest? They should be out of jobs and working two other jobs to pay the judgment.
