You can just remove the master cylinder and then dip into the booster with your finger, a straw or length of cloth to see if it is wet inside. This would indicate leakage at the rear seal of the master cylinder and the vacuum in the booster pulls the fluid past the seal. After a while, if you continue to fill the reservoir and this is in fact where the fluid is going, the fluid can limit the displacement and hence amount of braking you can achieve.
