California, care of the EPA, considers all grey market cars to be 49 state federalized without proof via EPA approved federalizing lab type place that they meet Calif emission standards for the year imported it will NOT get registered. I know of zero people getting around this in the last 10 or more years.

OTOH making a fake door jam plate is likely a federal crime, and could entangle you in all sorts of highly punitive anti car theft laws. Car impounded, you in jail, proceed with caution.
