I find any "mountain bike" shoe works fine w/ old-school pedals and toe clips. Their soles are stiff enough that your feet don't get sore/tired, and they have enough tread to grip the pedal.
In fact, I wonder if you couldn't put a stiffener material inside a pair of old-school track flats, ones w/o too much padding in the sole. Something like
