Lol, I'm fixing my coolant leak tomorrow! Do you have records of the heater hoses/coolant hoses being changed? You might as well replace them all, maybe the HCV too at the same time. The hoses are inexpensive. That hose clamp looks hella rusted... you should maybe get new clamps too, also super cheap. I'm gonna guess that old rubber hose is bad. I also have no idea what that rail thing is called either.
