Yes and yes.

To build a new one you would need to source the parts, insulated water tank with cooling lines wrapped around the tank (not hard to build), water pump 110v, compressor with controls. How pretty does it need to be?

I pulled a old icecream freezer (1960's) vintage out of a place last summer. It was basicly the same thing as you have except in a chrome case. I kept the water pump and motor.
